Lowes used to have a bin under the custom shade length cutter full of the cut off ends. Sometime you could get lucky and find a pile of uniform size 3-4” long pieces in the bin. Asking a store floor walker typically ends in a “sure you can have them” Or on garbage day often you see mini blinds sticking out of the trash cans.
