Without seeing the photos, I would just say that in the case of orchids, at least, taxonomists consider the floral details to be far more important in assigning species than leaf habit and other characteristics, because the floral structure determines whether the two plants are visited by the same or different pollinators. That works with orchids because they are never wind pollinated and rely exclusively on particular pollinators. Two populations that rely on two different pollinators are, by definition, reproductively isolated from one another, making the case for them to be separate species. I think Veltheimia is pollinated by birds, so perhaps the same strategy would guide the lumpers and splitters in this case. But I don't claim to be a botanist. Out of curiosity why wouid it not be considered more distinctly from Velthemia Bractiata?
