Dear PBS,

Unless I am totally mistaken the ’Small Lots of Seed Import’ program is still in effect for seeds imported into the US. The importer must obtain a specific permit, but the exporter from any country does not need a Phytosanitary Certificate. There are restrictions including:

No more than 50 seed of one taxon per packet

No more than 50 packets per shipment

Each seed packet must have specific information to identify them

A packing list must conform to names on packets and a few other considerations

There is no charge for this special permit and no charge to the seed exporter.

	See	https://aphis.usda.gov/aphis/ourfocus/… <https://aphis.usda.gov/aphis/ourfocus/…>

This is not difficult, having used this system for years, just takes some specific planning and info sharing.

For most people in most countries locating and paying for a Phyto is prohibitive. This solves most of the problems. Best Jim W.

He is unable to send seed without a phyto. This is happening more and more and until our necessity for free exchange and the reality of how seed ought to be allowed across borders catches up with the new phyto rules, we must think about sharing whenever we can to offset this extreme difficulty.
