Certainly in western states it is on the noxious weed list. Please don't grow it if there are any doubts. We already have too many noxious weeds and because of global warming, we have ever more invasive weeds, foreign insects and diseases to contend with. My inbox every week is filled with emails regarding new and current plant and insect pests from the Oregon Department of Agriculture. Fortunately I'm in a relatively isolated area, but we still have problems here. When in doubt, or even if you know nothing about a plant but think you might like to have it in your garden and someone is getting rid of plants because they have too many, ask questions first, not later.
