I will add a similar note just recently for the ppq folks at JFK. I had a shipment of seeds come in from Zambia on my small lots permit via DHL and DHL never notified me that I needed to pay an extra 65 dollars to get the shipment released to the appropriate authorities which would be the PPQ folks at the airport. I called them when I wasnt getting the seeds and I had to figure out the dhl issue using their website as the dhl folks kept telling me they are with customs. So I figured the seeds to right to PPQ. Another week passes, I call PPQ and they havent seen them. One more week, called DHL (next to useless people seem to work there) and they said that they released it to "customs" but that it cleared. Couldnt tell me more than that. So a few days ago I called PPQ again and left a message, they got right back to me and said they didnt have it but that they would contact the dhl folks that usually bring them stuff and ask about it. Lo and behold DHL finds the package after PPQ went out of their way to enquire, and it was processed and on its way to me in one day. Got the seeds with merely one packet removed for a small bug they found on a seed, a small price to pay for what I did get and the fact that they got DHL to finally do something. I'm not exactly a fan of the system (I have so many much better ideas of how it could be run but don't we all) but apparently some of the folks that work in that system do make good things happen when they can. And that is much appreciated.
