I germinate them much like I do Lilium seeds--sprinkle them on top of a gritty, fast draining substrate (e.g. mostly coarse sand) in 4" pots, cover with a thin layer of something that allows decent air circulation (I use small pieces of lava rock), keep them evenly moist in a protected shady place outside, allowing them to experience a cold stratification period. In my case this occurs in a cool greenhouse that in the winter I keep relatively dry (other than the very high humidity we always have in the winter) and above 35F, and in the summer gets daily mist irrigation and shade cloth as necessary to keep it from drying out or getting hotter than ambient temp (which around here rarely exceeds 90F). They essentially never really dry out, although they stay almost dry during the winter. I've had pretty good success with several different batches/species/strains of Cardiocrinum seeds this way, but some did take over a year to sprout leaves. I've read other reports of people sowing them in coarse sand (lightly covered) in large trays and leaving them outside in protected shady spots in cooler maritime climates. Given you are in the central valley, I would imagine protecting them from hot and dry conditions would be a critical aspect.
