I tend to shove labels deeply into the soil of pot or garden, leaving only enough above soil to function as a reminder that there IS a label. A long-ago rock garden society garden visit - someone with clearly too much time and a strong compulsion to tidiness (the nails were just about invisible) used large roofing nails shove all the way into the ground up to the head. A label maker was used to create a letter & number code stuck to the nail head. A notebook had each nail's letter & number code with salient information - plant name, garden location, and more. Today it would be a computer Excel file. And if the nail heads became covered with mulch etc I suppose you could use a metal detector to relocate them.
