I would have said the same normally for the UK. Standard garden treatment is to crop until mid summer and then let it grow to build up the crown for the next year, removing any flowers as necessary. Last summer was very warm with a prolonged drought and I gave up trying to keep the leaves/stem upright and they collapsed and dried up. This years plants are very poor compared with normal and will need a year to recover.
