Usually best to root them in a semidamp substrate, with good airflow, cool and away from heavy rain and frost. Otherwise they may rot rather than revive as they should in Autumn, if that is when they would naturally have rooted. Heavy rain tends to cake the soil, not a good thing for rooting stressed bulbs.
