The rhizomes are negligible, and the plant is often short lived. It relies on seeding. Best to sow seeds in spring time, between stones, paving or gravel, and water regularly, (in the climate that I imagine you to have).

This is the 4th time I have planted a 1 gal size Sisyrhinchum bellum. And
it is declining as all the pthers have. Whether in the ground or pots, they
just never seem to be happy. I have heard they like a dry summer, that they
like moist soil, full sun, part shade and everything else you can imagine.
(well maybe not everything).
I live in Jerusalem which is roughly Sunset zone 21. Any advice is greatly
appreciated. The leaves of this one are gone, but I hope the rhizome is OK.
