People who want unlimited access to plant taxa and conservationist that want to protect the natural birth American ecosystems. Regulating import of unknown plants seems perfectly reasonable to me. I would be wary of introducing anything unknown into my garden..... The taxa I would import, however, are not unknown. Most are familiar garden plants, though they are different species.
