Just to chip in my two cents on Jane’s original question. I ordered bulbs from RarePlants in England and Augis’ Bulbs in Lithuania last year. Both arrived directly without incident. The sender provides the phyto-certificate and they build that into their shipping prices. It’s much easier than the small lots permits for seeds.
