we have had up to 2 feet of snow cover the past 2 winters.  last year’s snow cover did keep a lot of frost out of the ground.

but in many prior years we had below zero F temps with no snow cover. 
sometimes weeks with highs of 5-10F, than days of +40F than nights of -10F, etc. 
lots of frost heaving anywhere there are bark chips 

these are in a raised bed made of 10 years worth of old seed starting grit dumped on top of the old garden soil (90 year old vegetable bed) with 2" x 12” sides that catch water/ice when the snow melts before the soil thaws and a geo-textile bottom barrier to try to keep tree roots and earthworms out. (here the huge nightcrawler earthworms can make a sand bed into sand- clay concrete within a few seasons if there is no basal barrier).

i have a temp PVC frame that can be installed over the beds to hold visqueen if we get lots of rain in March before the soil thaws but I have not had to use it in the past 2 years.
