I find some collections of Prospero autumnalis (or autumnale, I think they may have neutered Prospero) (syn. Scilla autumnalis) are hardy to about 20 degrees F. They would certainly be hardy for Travis in southern Oregon, and they grow in similar climates to his (eastern Mediterranean). I can't recall when the leaves are up. This plant ripens and disperses its seed very quickly after flowering. The flower color ranges from blue-purple to red-purple.
