Tough to say if they have legs or not. But I see what appears to be a dark head capsule. If so, they aren't flies. A question: Were they that wet/moist when you found them? Or did you tidy them up for the photo shoot? The 1 pound coin they are crawling on is around an inch in diameter. Too big for fungus gnats and vine weevil look different.
