Hi Elaine. One sweet little ground cover that complements the bulb garden is an Australian native violet called Viola hederacea, it is a very low growing free flowering species that is non-invasive & won't smother the bulbs. It has shallow roots & can be quite drought tolerant in sun or shade. The more common colour is purple & white, & less common pastel mauve. I saw some for sale I'n California two years ago I'n a nursery someware near Calsbad.
