You soak seeds which are difficult to germinate in a solution of GA3, 
they then germinate quickly. Only some species are susceptible to this 
treatment, but it can save a lot of time.

The resulting seedlings can exhibit etiolation.

You can buy GA3 powder on ebay or from specialist seed suppliers like 
"Gardens North". Deno explains the procedure then.

"GA-3 is sprayed on seedless grapes to increase grape size and yield" so 
it is a fairly common/safe chemical.

I've done well using GA3 on primula sieboldii.
