Maybe we're all getting more hot and bothered than we should. If APHIS can only inspect 3% of imports under permit with their present staff and funding, and if, as my ag inspector tells me, they have great difficulty hiring inspectors because the pay is abysmally low, enforcement of any new mandate is probably a long way off. It seems to me that it's relatively inexpensive to make new regs that to some extent silence loudly squeaky wheels; the proof of the intent is in the funding, and since that is already far behind current needs it seems unlikely that it will be made available to cover new mandates, especially in "these times".
