Most Eremurus species are native to Central Asia, where they grow in a climate similar to that of the Intermountain West of the United States. As a result, they are remarkably successful in such US areas as Colorado, where they experience somewhat dry winters, spring moisture, and dry summers relieved by "monsoon" rains late in the season. In climates with wet, open winters, such as I have in western Oregon, they require extremely good drainage to survive and do not flourish. I've heard of them being grown commercially here in poly hoop houses. I have a few in the garden but they are poor specimens compared to those in Colorado or eastern Oregon.
