Complicated! I have been importing plants and, now seeds under the APHIS inspection rules for some 35 years. Everything that has been imported in the past has been forwarded to me. The inspection station usually put the final address on the package and then just sent it out. I guess from your experience, that a final address on the package in addition to the USDA address would permit forwarding, but.....I just don't know. The inspector who called me sounded frantic.
