Plant now or plant later?

I live in the same city as Cate, who sent this question, and if I got 
dormant tulip bulbs now, I'd plant them right away in a part of the 
garden that is pretty dry in summer. If Cate doesn't have such a site, 
she can pot them up and keep the pot dry and in the shade (so the soil 
doesn't heat  up too much), and plant them in September.
