Bulb import permits

Technically, it’s “Lots of 13 or more articles (other than seeds, bulbs, or sterile cultures of orchid plants) from any country or locality except Canada.”

Bulbs listed in CITES Appendix II do not require an import permit. https://fws.gov/international/pdf/…
You have to pay for the CITES export permit, but not an import permit. 

About 95 percent of my plant purchases are bulbs from overseas suppliers.
