My technique for stratifying seed involves sowing them in a plastic flat and
sterile potting medium, 
placing the flat(s) on bare soil, 
placing window screen across the flats, extending well past the edges,
and covering the edges with garden soil.

This effectively keeps out most insects, mice, voles, birds, weed seeds,
etc.  it shouldn't be surprising that rodents are too stupid to back up six
inches to start digging.
