According to the page, does it mean that the cites permit of exporting or importing CITES species in Canada is free?

"How much does a CITES permit cost?
CITES permits are available free of charge. If you would prefer your CITES permit to be sent to you by courier instead of by regular mail, you will be responsible for the additional cost."
Looks like it, doesn’t it? 
I was wrong (nothing new there) about importing snowdrops into the U.S.  A CITES permit is not necessary to import Appendix II plants, like snowdrops.

However, a permit is necessary to export them from the U.K.
