NOW Plumbing vs. natural leaf withering and dormancy

It has been suggested 

"Browning at the leaf tips is the first sign that  “the pump” is not working properly. The area farthest away from the roots, the leaf tips, is the first to show signs of inadequate hydration. 

Should this statement be qualified for plants that are supposed to be in full growth cycle.  

is it not true when a bulb plant goes dormant or an old leaf is naturally withering, the leaves naturally turn yellow and brown from the leaf tip and progress to the stem?

Otherwisie it is going to make me want to water the bulbous plants that are going dormant with leaves yellowing from the tip to the stem.
