Pacific Coast Iris - best time to transplant?

Yes, this one is probably OK to move.  ; -)

The flower photo looks very like Iris 'Canyon Snow.' so use that name. It's a husky white with yellow signal, and is a I. douglasiana selection. 

PCIs are very fussy about being moved only when in active growth. So long as you stick to those periods when there are live roots, most of the time you should be all right. If they like a spot, they can be very hardy, but they definitely do not like being divided and moved at random. I have learned that I can move them over many months of the year in my garden, but that's more to do with local climate, I suspect, and is not the norm for this group.
