I don't grow the blue form, but two other F. laxa forms (I think both came from Mary Sue) verge on weedy in my Oakland garden. No problems with (frequent, light) frost or even an actual freeze (it dropped to 30F for 2 hours last winter) in the open ground here. Best, Max Withers Oakland CA
