new import rules ?

Is it possible that very large seed were thought to be bulbs, i.e. "plants" rather than "seed" and treated differently? I forget Canadian regulations so don't know if this might matter. Here Nerine bowdenii are loaded with large juicy red brown seed at present. To the uninitiated they are difficult to see as seed, though this should not be true of import regulators; I hope!
