Isn't there a provision that old epithets are considered "described" if they 
refer to a good illustration or a pre-Linnean verbal description?

My memory of this may be wrong, but I recall it as a way of dealing with 
epithets published post-Linnaeus but before the ICBN had come into being with 
its many strictures.
