Sweden is quite strict about importing plants, but they are also very
communicative, in my experience.

I have replied to Tomas privately suggesting that some portion of the fault 
is his. I have both bought and sold on eBay in the last 8 years in the U.K.,

France  (en francaise) and have bought from France, China, India, the U.K., 
Scotland, Ireland and Wales.

Both eBay and PayPal are very careful to avoid errors and have measures in 
place to counteract and prosecute fraud.

I've told Tomas tht the faujlt is probably largely his  for not filing a 
claim before the time limit --and perhaps for not following procedures in 
place, not insuring his shipment, and possibly lack of understanding of what

procedures were needed to bid.  eBay warns against bidding if you do not 
understand the language you are bidding in, i.e., procedures.

 Other possibilities are that the package could have gone astray. Does 
Sweden have quarantine issues and procedures for entry of plants?
