It could be Scadoxus cyrtanthiflorus, which is certainly rare enough.

If bulbs happened to be shipped with improper papers (no phyto or incorrect 
phyto, no species identification, etc.) many countries will destroy the 
plants at inspection.   Lots can go wrong short of fraud.  One needs to 
check all the details before raising the question of fraud.

I might note that I do not ship plants when I think the weather poses a 
danger to the plants in transit. A three month delay in shipping is not 
unknown for such reasons.  Of course, I do respond to telephone and e-mail 
inquiries in such cases.

I am in no way acquainted with the vendor mentioned.   Incidentally, I 
myself avoid both buying and selling on eBay, nor do I use Paypal;  just my 
own anachronistic prejudices at work.
