What promotes blooming?

Well, there are a lot of blooming plants in Coastal California, where electrical storms are extremely rare.  But, who knows what electrical charges falling raindrops pick up in their journey through the air.

i'm not sure about just rain, but a thunderstorm gives a (electrical)  
charge also to the rain situation, if i remember what i've read  
elsewhere correctly.
