Richard, If the final destination was to the USDA, you need to pay the postage to get it to you. The Green and Yellow tag that is with your permit tell the send to post to the USDA not through. You are lucky that they are willing to post on, I have know many people who have had to make other arrangements, like hiring a Broker to do that.
