Stand them in *shallow* water and let capillary action do all the 
work.

I am of the opinion that some summer-dormant bulbs continue to 
extract traces of moisture from the soil all summer long and do not 
tolerate total drying out. Cyclamen is the chief of these, but there 
are certainly others. Anything with perennial roots should be 
considered guilty unless proven innocent.
