Dear Mary Sue and Diane:

I have also noticed that in most native bulbs offsets that are not separated from the mother bulb don't sprout, so maybe they are down there (in the ground) but are not apparent.

You would have to dig them up to find out, although Mary Sue's comment about being deeper may, indeed, have something to do with it.
