Diana;

I checked Kubitzki in "Families and Genera of Vascular plants" and he 
states that  it is like Cypella but flowering stems with a conspicuous 
terminal cauline leaf extending above the apically clustered rhipidia: 
flowers yellow, blue to purple or white.  About 6 spp., S. America to 
Mexico and
West Indies. 

No information of flowering time.  If you want the entire description 
let me know and i can send it to you privately.
