You either have a bulb maggot, in which case more damage will occur, or the pupa of a moth, in which case the damage is already done. I couldn't distinguish the two from your photos. The prevention is the same for both;some sort of insecticidal powder or dust. Carbaryl used to the dust of choice, but diatomaceous earth works well organically.
